No Trucks?

The proposed permanent concrete crusher is still a threat to our neighborhoods—even if you haven’t seen the semi-trucks lately. Their absence is due to a temporary halt caused by a lawsuit filed by the permit applicant, North Texas Natural Select Materials (NTNSM) against the City of Denison. If this permit is approved or the lawsuit fails, the stream of truck traffic will return.

Outdated Standards

It is also important to understand that the standards used by the Texas Commission on Environmental Quality (TCEQ) for these air quality permits were last updated on July 30, 2008. On May 6, 2024, the EPA’s update of the annual National Ambient Air Quality Standards (NAAQS) for Particulate Matter (PM2.5) went into effect.

BRIEF SUMMARY

  • On September 4, 2024, the Texas Commission on Environmental Quality (TCEQ) approved an air quality permit for North Texas Natural Select Materials (NTNSM) to operate a Permanent Concrete Crusher.

  • Four Motions to Overturn (MTOs) were filed with the TCEQ, challenging the permit approval.

  • On November 21, 2024, TCEQ overturned the air permit approval due to irregularities in the application, particularly concerning the lack of proper public notice for a last-minute change to the plot plan.

  • NTNSM has reapplied for a permanent concrete crusher permit; a public meeting is scheduled for June 16, 2025.
